No it is not necessary that you have to pay for every round of counselling. First, you accept then you have to pay for that only.

If you are allotted a seat in the first round of counselling, you will necessarily be required to deposit the seat allotment fee (40,000) online, and then report to the reporting centre (RC) with required documents. If you do not do that, you will not be eligible to participate in the second counselling round and will be eligible for only the third or final round.
