I think anyone can appear for this exam. There appears to be no restrictions like domicile fir this exam. You are disqualified in EAMCET, as your marks are only 35. It doesn't meet the cut off marks. So, you won't get seat in any college. All the best for your future.

Yes, you can easily get admission in this college with this rank, but for admission in the CSE department you have to wait till the last round of the counselling only then you would be able to get admission in this college.

It is difficult to get a seat in SASTRA as your JEE Main percentile doesn't meet the expected based on the stream, so just give a try based on stream i.e., based on IPE marks.

With this score, getting this college in the good B.Tech branches may be difficult, as the closing rank in this college is around 45,000 for all the branches, and you might not get into that. But, you can try in the last round of the counselling in that you can get.
