Both the branches are good if done from a good college. There are a lot of opportunities in government sector for electrical engineering. Private sector may have more number of jobs available in software engineering. Scope for both branches is good. At the end, please select on the basis of your interest. It will be much easier to study and work if the field is of your interest.

Software development is an intellectual activity which may not require formal degrees. However, Qualifications accepted in Indian IT industry for Software Developer are BTech CSE/ IT or BCA or MCA or BSc IT or MSc IT. This may be unfair, but unfortunately even if you do some certification on Software development it will not help you to get a good job.
