Of course, you can do your dream course in Canada. But remember, Universities abroad normally accept students with good academic record only. But it's not the rule. I would advise you to approach an agency that deals with sending Students to Canada for MS since there are many nuances in the whole process.

Frankly speaking I have not understood your query. Structural engineering is taught in undergraduate as well as as a specialist branch at the level of PG. Placements depends on many factors including the reputation of college and the students academics.
