Frankly speaking I have not understood your query. Structural engineering is taught in undergraduate as well as as a specialist branch at the level of PG. Placements depends on many factors including the reputation of college and the students academics.

Top countries for your area now include Singapore, Japan, Hong Kong, Australia, Canada, Germany and USA to name a few. You can check options in these places. Check out the university websites for admission requirements, fees, etc. If you prefer a place with good stay back options after studies then consider Germany, Canada and Australia.

Normally some colleges offer this facility to students who are having job during daytime and can come for classes in evening. You are advised to approach your intended college and seek assistance from administrative staff there.
