To get admission at the foreign university in Australia or scotland, you need to choose a course as well as a university. after that Review academic qualifications and English proficiency requirements (e.g., IELTS, TOEFL). according to the country, language improvement is really very important. you need to score well in English. prepare the required documents like passport, SOP etc.Apply to the university and recieve the offer letter . you also need to apply for a student visa. This is how you can get admission at foreign university in Australia or Scotland.

Yes, international students are required to submit IELTS score in order to take admission. Most Finland Universities require an IELTS score of 6.0 – 7.0. However, exceptions could be there. Other English language proficiency scores that are accepted are TOEFL / PTE.
