Completion of your Bachelor's degree in mechanical engineering with very high good grades, 75% marks and above is recommended. You must have some excellent project work, internship, patents and publications to make your application strong along with an outstanding SOP. German universities are highly academic in nature. Take the IELTS. If you may, you can take GATE, but not mandatory. A German language certification will improve job prospects in near future. Also, remember that strong recommendation letters will be required.

This answer will depend on the university and also on your profile, decisions are made on a case by case basis, varies from student to student. If you have too many backlogs then probably they won't accept, and if its top ranking university admission will be a challenge even with one backlog, everything will depend on the university and your application. This is same for all countries not just New Zealand.

What is your 12th percentage? Also, it is not easy to pinpoint the universities which will give you admission. Check the entry requirements along with the minimum percentage and IELTS scores required. Apply to those universities which are close to your own profile.
