There is something called Examination for Japanese University Admission for International Students (EJU) which you must give or may not depending on the university or college admission requirements. Check the JPSS website for information. Here it is:

IELTS is your test for English language requirement, you have to see if you meet the academic requirements also most importantly. 6 is not a recommended score for PG studies, you should have atleast 6.5 with no section less than 6. Your education background and percentile is required for better guidance.

Fee depends on whether you want to study UG or PG and which specific county outside India. You can check these links for some details. Scholarships outside India are given on merit and full scholarship is very rare for international students unless you are extraordinarily brilliant. For Indian schools too, you have to a very bright student but check details on institute websites:

This depends on the university. If you are enrolled into a university like Politecnico di Milano which is a globally known university you have made a good BET. So, check the university ranks and repute, career assistance etc. If you have an excellent profile, you should try Germany.

Here are some of the best universities for engineering in Canada:
University of British Columbia
University of Toronto
McGill University of Alberta
University of Calgary
Queen's University
McMaster University to name a few. Work experience is not necessary but most of these universities will require around 3.2/4 CGPA. Please check the admission criteria on their websites.
