EU Business School Munich and University of Hamburg are good universities in Germany. While EU Business School Munich has tuition fee of INR 14.4 L - INR 24.61 L for UG Indian students for one year, University of Hamburg does not charge any tuition fee for UG students at university.
Other areas for comparison are- scholarships, placement opportunities, programs offered, accommodation and other facilities for students and overall student and campus life.

So then the answer to this question will be that you are advised to stay on campus only.
