Since scholarships by foreign colleges and universities are given on merit, you should be having a very good academic profile and with extracurricular activities. Usually, you will be considered for scholarships when you apply to a college abroad, and they will evaluate your application as per their criteria and decide the applicants to receive financial aid. You can do some information searching by visiting the college websites.

If you have a good profile and the money, you can at least try applying abroad. Depends how good you are academically. Getting into a good school specially you are investing for foreign studies is very important. Complete your Diploma first in India, as without 12 years education you will be nowhere. You can decide after completing your Diploma whether to study in India or abroad for your future studies.
