You are already doing your PGDM. Why do you want to appear for cat again?
But to answer your question, you can give your CAT again. But, you need to quit the college. If your tenure is done, you can just apply for CAT but you cannot clear it.
I think you should continue doing your PGDM in marketing, and then go for placements. Doing your CAT again is no worth of money. But, if you seriously want to give CAT again study well and then appear for CAT and quit your existing college and go for IIMS. Else, it is just a waste of money and your whole one year.

Hi Shashank, some universities in Germany are absolutely free and some may charge around Euro 200-500 per semester. Germany is very affordable and equally competitive to get into. You will need to show living expenses of around Euro 9000 in your bank account while applying for the visa.

Hi Zeeshan,
Yes, you can apply but always confirm with the universities first. Some additional levels of verification and evaluation of your degree will be required. The universities have their own country-specific assessment and framework so contact a few foreign universities to have an idea.

Hi Akshatha,
Maintain first class marks throughout, more than 65%. The higher your percentage the easier and better for you to seek admission in ANU or any highly ranked university in the world.
