CIWG means Children of Indian Workers in Gulf Countries. CIWG is a category under DASA scheme, started by Ministry of Human Resource Development, Government of India, for the children of Indian expatriates (NRIs/OCIs/PIOs) in Gulf countries who wants to study in top engineering colleges like NITs and IIITs. There are two key benefits for CIWG in DASA scheme :
1) Reserved seats for CIWG candidates in all colleges
2) Have to pay the same college fee as students in India. The fee applicable for CIWG category shall be at par with the fee prescribed for Indian National (I. e. 1,25,000/- per student per annum) either in INR or equivalent USD.

If the interview locations are available only in Dubai/Kuwait then you cannot do anything about it as such. You have to choose either of the two or choose some other exam.

Your son isn't eligible to take admission in state colleges, as your son studied in unrecognized board (other countries), so he has to join private universities. Then, the thing you have to do is : "apply for their entrance exams and qualify them".
