I can tell you for UK. GPA plays a major factor while you're applying. But if your Statement of Purpose (SOP) and Letter of Reference (LOR) academic, is strong enough then you shouldn't be worried much. Also the best part about UK is most of them are public universities, so application fee is not applicable so you should try your luck with as many universities you like.

You can fill the application form for Masters in UK Universities. Some best universities are - University College London, University of Edinburgh, University of Cambridge, University of Oxford etc.
