You will need to check the information with the college where you wish to apply for. Changing college with the same course shouldn't be a problem as far as colleges within the same university are concerned. But, I am not very sure about course change from one country to another. HR doesn't have the same promotion opportunity as others, but is also in constant demand. Rest are good to but are industry specific.
