In case you are planning to pursue degree of MIM in UK, you would have to apply for the student visa also called Tier 4 in UK. It is done in a 70 point scale where you get 50 points for the offer letter from the university, 10 points for meeting the english proficiency as per you program and final 10 points your showing proof of funds to cover expenses. Many UK universities accept low IELTS scores, especially for foundation or pathway programs. Some of them are the University of East Anglia (UEA), University of Dundee, University of Sussex, and University of Liverpool. These universities accept an overall IELTS score of 5.5 for selected courses.

Yes, NEET is obligatory for Indian students who want to practice in India after returning from foreign MBBS. If students don't qualify from NEET, they cannot register with the Medical Council of India (NMC).
