No, you can not join UIET Chandigarh without JEE Mains. The admission process for the BTech programme at UIET Chandigarh is based on the candidate's rank in JEE Main entrance exam.

It is unlikely that you would be accepted into UIET Hoshiarpur based on the information you supplied, as your JEE Main Common Rank List (CRL) rank of 689,224 is much higher than the standard cutoff rank for admission. The entrance process to reputable engineering schools like UIET Hoshiarpur is extremely difficult.
