Yes, The Scottish government gives the utmost priority to the health of those living in the country as a result, all individuals residing in Scotland can opt for the free comprehensive healthcare program.   

Scotland's National Health Service (NHS) operates on a need based system i.e. it provides the medical help an individual needs instead of caring about whether the said individual can afford it.
