All Government Universities needs to adhere to Reservation of the respective State and Nation. BMS Admission, which is a merit based shall be attainable depends upon the applicant and their ranking this year upon demand for the course.

Yes, you can apply for MA in another subject even if you did BA in another subject. But, it is more important to choose the right subject so that your career can shape up accordingly.

I would necessarily say St Xavier's College Mumbai is much better than say DU. As here you get an all-round exposure apart from studies. And I personally believe that the kind of personality development you would get here at Xavier's is beyond any colleges of DU unless you go to Stephen's, LSR, Hindu etc.
