Yes, you are eligible for both the universities if you have completed your graduation with an aggregate of 50% marks and you have cleared the entrance exams as well.

It's very nice to hear from you that you are interested in doing your graduation in engineering after completion of Diploma. But distance education mode is not the method since UGC has banned it. You can instead think of doing AMIE which is equivalent to graduation in engineering.

Yes, your friend can study MA in English from Mumbai University as the minimum eligibility criteria for admission in this course is that candidate must have passed a graduation in any discipline from any recognized university.
