Good college for B.A. Is in Delhi university. I don't know about chahal academy. Do research about the faculty and success rate and then you'll know if it's good or not.

Preliminary in June. Mains in September followed by interview. Focused brain is all you need. Preliminary in mcq type but Mains is a complete written exam.

That's a good choice. Go for it. You can chose your engineering subject as an optional in UPSC. And would be good to chose this as a safe side.

Your graduation degree has nothing to do with UPSC, you just need a graduation degree in any course to be eligible for UPSC. So, choose any UG course according to your subjects in class 11th and 12th and prepare well for the UPSC exam.
