My suggestion is, first start preparation for UPSC exam during the graduation and appear for it when you are completing graduation. That will help you and guide you for your level of preparation. If you are not happy with UPSC result, then take management exam and take admission.

But, if you are not really sure about it, you should go for another option which is of M.Sc Environmental is also one of the good courses. You can do graduation in the field of your choice. And yes after doing Masters also you can apply for UPSC exans. Also, check the eligibility criteria in detail given on government websites.
