You can apply for UPSC when you are in the last year of your course. You can apply next year for UPSC. You have to make sure that before interview you must have all the mark-sheet and degree. The candidates who have their results awaited can also apply. You can apply next year for UPSC.

No, 12th class and graduation marks are not important for UPSC exams. Only the minimum criteria of 50% should be fulfilled. For some positions and vacancies minimum marks may be greater than 50% but they do not give any weightage to these marks in selection criteria.

Please be clear which UPSC exam. I am assuming you are talking about NDA if so the stream does not matter. only you have to be clear about general knowledge but Science stream is preferred.

UPSC is certain branch with limited number of attempt. So you should take it as second option.
So, do MBBS after that you can try for UPSC.
