Very few universities in USA accepts 15 years education. If you wish to pursue MBA in the USA and have 15 years of education, it is recommended you pursue a PG Diploma course/complete Master's degree. Also, MBA in the USA requires GMAT examination and a few years of work experience.

Some colleges require it. The tests aren't necessarily optional. Some colleges require or recommend at least one SAT subject test as the part of the application or for course placement. And, of course, if a college recommends them, then you know other applicants are taking them.
