Every university has a provision in their admission form for students to mention additional information. As for MIT you must check the Common Application portal through which you will apply. You will find it there itself.See here

This depends from university to university and also if your distance B.Tech is recognised by UGC or not. Please email universities in USA admits enquiring. They will get back to you. You can also share a soft copy of your degree with them.

I don't understand that for which problem you are talking about. I think that you are afraid of the change in the stream from electrical to computers. Right? So dear, I want to clarify that there is no harm in changing the stream from UG to PG. You are absolutely eligible (provided you must have to fulfill other conditions also). However, your visa investigation officer may ask about this question. And trust me, you must have to convince him with your answer. You may face this (that why you want to change your stream?) in US's university application form. So be prepared for the answer. Otherwise, all is well.

GRE also has subject tests, apart from the basic GRE exam. These subject tests help to make your application stand out from the rest by highlighting your subject knowledge and skill-level of a particular subject.

Most universities offer MS courses which are completed within 2 years. However, I have shared a link with you, and you can check on your own if there are any MS courses which are of 3 years duration. You may be able to get an extension for your MS course up to 3 years in select universities.
