it's really great to see your dream of going abroad to study for PG. I feel either of the destinations is ok. You attempt for both and get into where ever feasible.

If you want to study MS from Germany or the USA, you will have to appear for the international qualifying exam: GRE and maybe an English proficiency test if English was not the medium of instruction in your institute.
