You need to shortlist universities on the basis of your profile and requirements of the universities. Universities might ask for GRE/GMAT tests and IELTS/TOEFL will also be required for admission.

Academic brilliance is the major requirement to be considered for scholarships. You must be having an outstanding profile, research work, publication, etc. In the United States, universities are very generous and chances of scholarships are high if you have a strong profile. Job prospects for MIM graduates are good, but you must know that there is a cut-throat competition in the USA, even students the top universities are having a hard time. It is not easy to get the PR in the USA, in fact, PR options are extremely limited. Carnegie Mellon, Indiana University, Bloomington, UC, Berkley are some of the top ranked schools in the USA for information management. Please check the websites for fee structure. If you are looking for PR options, then try for European countries, Australia or New Zealand.

Such programs are only recommended if you have gained at least two years of experience after the completion of your engineering degree. This course is not meant for freshers. It has been said that technical jobs are more as opposed to techno management jobs in the US.

Fees is a secondary matter. If you want to get in MIT, then you need to get excellent scores and by excellent, I mean more than 95%. Not only score, you should have performed in other co-curricular activities in your high school.

It will be difficult to find programs with full scholarships for international students, but many have at least partial tuition scholarships for top applicants.
I'd definitely recommend considering Illinois Institute of Technology's Master of Data Science. (http://science.iit.edu/programs/.). In my entirely unbiased opinion, the program provides a very strong technical education in the field, while also teaching communication, management, and teamwork skills that are essential for real-world work in the field. Chicago is also a great city to live in while you are working on your degree.

Hi,
Jobs in USA are highly competitive and getting a green card is equally difficult. Only exceptional candidates are sponsored by the companies and that too on contractual basis so you need to be very patient and brilliant both to get the citizenship. Just take a look at their skill shortage list as that might give you some hope.
