The majority of news publications will require a journalism degree as well as some formal training in photojournalism. Some schools do offer specific photojournalism degree programs, where you could take journalism as a minor. Along with classroom training, students will receive hands-on instruction in the use of their equipment, as well as image editing, printing and publication software in computer and photo labs. You can pursue your studies there. It is going to be competitive with a score of 298 yet apply. Sometimes a good SOP works. Do take the TOEFL test too.

Scholarships in USA are awarded by the universities on merit-basis strictly. It is hard to say which university will give you one but if you do have an all-rounded profile with excellent academics and impressive extra curricular activities you can be pretty sure of a scholarship.

First 3 are most important, so try to maintain your score over 7.5 CGPA, score above 310 in GRE and score over 100 in TOEFL
