Within 500-600 rank, you can get your first desired or second desired branch. If you have got a quota, then that's good enough.

Yes, there is a fair chance for you to get admission in government colleges in India. You have to submit forms for different colleges and after the cutoff you can get admission in any government college

Please don't prefer biotechnology in B.Tech stream, it would be very difficult for you find jobs in that stream, Indian company HR's love to recruit only BSc student with less pay scale and won't give preference to us. Better if you would change your mind set early to switch to other stream.

If you are interested in computer science engineering then go for CUSAT otherwise you should settle will electrical at HBTI. Both colleges have almost similar reputation.
