No, anyone can get admission in VSSUT, but Odisha domicile will get more attention than others.

Nope, no chance of getting CSE, but yes, you can get IT for sure. You can also get branches like EEE, civil and ETC as well.

You may get ETC in VSSUT since the usual cutoff for ETC is about 120,000 every year. But I can't say this for sure if you're a general male. You may have a chance. As far as counseling is concerned, keep an eye on the OJEE website and fill choices as per your preferences once the counseling process starts. No, your chances are nil unless you are from reserved category. Unless you have a rank of 15k or less, in paper 2, you can't get a seat in unreserved category, in VSSUT.

The rank is in the range between 17000 to 300000.

Cutoff marks vary every year, so I would say according to cutoff ranks, CSE -within 50k, mechanical-within 80k
Electrical- within 90k
Civil- within 1.2lakhs, etc., - within 1.5 lakhs, chemical- within 2.01 Lacs, Metallurgy and production- within 2.5 Lacs.
