For web development, Asp.Net, PHP and java are popular but among these PHP is very easy to learn. So, if you are a beginner than you have to learn PHP and do some certification in PHP. You can also practice for CSS, CSS3, Bootstrap, AJax, Java Query and HTML5, which is useful component for web designing.

Hello,
Both the fields are very different and before choosing one you should to know your strengths and skills.
Web development means all the front end coding
so if you have good knowledge of languages like PHP, asp, Java then you should go with web development.
For web designing, you must have knowledge of designing language like ajax, HTML, css, bootstrap etc.
As per my view, web development is very good option because there is very good scope after it and also you will get a good package as compared to a designer.
