Students lose motivation after some months and end up performing bad. If you are sturdy headed, go for a drop. Personally, I would recommend joining the college.

Pharmaceutical Engineering is growing with development. It may not be that much alluring though. You can surely join IIT BHU Pharmaceutical Engineering. But make your mind, that you have to go in the non-core sector if required.

Is it better to pursue electrical engineering from IIT, Dhanbad instead of ceramic engineering from IIT BHU?

It all depends on your interest. Electrical is a core branch, so choose wisely. I would suggest going for electrical in IIT Dhanbad as placements are good in electrical. If the branch would have been same, then IIT BHU would be the choice.

That is based on your interest solely. I would suggest NSIT CSE as IIT Bhubaneswar is a new IIT and textile at IIT Delhi would not get that many placements in the sector. If you want a well-established college culture and willing to discover your interests, go for IIT Delhi. But know this, that you will have to make your own way, be it coding or any other job.
