The only way of getting direct admission at BITS Pilani is if you are a Board Topper. All the best.

You can bring your brother to sign the loan application to campus. I think SBI offers the loan with minimum interest at 10.15%. However, it would be better if you explore more options at your end.

At BITS, along with your M.Sc. Degree, you also get a BE degree. So to put it in layman terms, the scope of M.Sc. Degree will be a bit higher than the scope of single degree students.

However, IIEST has been given the status of an 'Institute of National Importance' recently, so it is at par with BIT Mesra in terms of academics.
I would suggest you to go for BIT Mesra because of the environment and learning atmosphere there. It is the place for overall development and enhancing one's own set of skills. This place not only makes you technically sound but also provides you with the opportunity for the final placements.

ME admissions at PSG are done in the below mentioned ways:-
Have a valid GATE score, attend GATE counselling at Anna University campus and choose PSG. If the seats aren't filled through GATE counselling, then the remaining leftover seats are filled through TANCET counselling at Anna University campus. Management quota is also available. Almost 50% of ME/M.Tech seats are filled through this. Management students should also have appeared either for GATE or TANCET exams because that score needs to be mentioned during admissions.
Students who enter through GATE counselling get monthly stipend too. When I did my Masters at PSG, the stipend given was Rs 8000 per month.
