Hi both are very good Universities for the course that you want to pursue but I would person is just you to go for Chandigarh University I have seen it's campus it's really good and people are also very Cooperative some of my friends also went for the same course in Chandigarh University and they are happy with the course so as such if you make any choice you won't regret because both are good colleges but I would personally suggest you to go for Chandigarh University all the best.

All will have same syllabus throughout the first year you'll get :Engineering mathematics, engineering chemistry,Engineering Mechanics,FIT,Basic electrical engineering, elements of mechanical engineering,EvS, Workshop, Engineering Physics .
You can go for the following books to build up knowledge gradually and step by step:
. Strength of Materials (R.K. Rajput, Beer & Johnston)
. Surveying (S.K. Duggal, B.C. Punmia)
. Building Materials (S.C. Rangwala)
The last subject is quite interesting and it would be very good if you study it on regular basis.
You can go for the following books to build up knowledge gradually and step by step:
