Dear Mainak,
I want to answer your question in brief.
There are 2 options available if you want to stay in a hostel at Chandigarh University.
Non-AC rooms.
AC rooms.
Now, coming to the fee of the hostel, I being a 2018 pass out pays an amount of Rs70K per annum for Non-AC room.
This includes room rent, mess fee and water bills. Electricity charges are extra depending on the usage.
Now, if you are going to take admission in the upcoming session, your hostel fee will be around 80K as there's a hike of 5K every year. Now, coming to the food they offer. If you are a vegetarian you'll love the food they give. Paneer twice a week and there's change in everyday food. If you love Non-Veg., you'll get chicken every Wednesday and Egg Curry every Sunday.
A complimentary sweet dish which includes Rasgulla, Gulab Jamun and few more things which I never tasted.
Now, you'll have two options for hostel.
On-campus.
Off-campus.
Try to get into On-campus hostel only then it's possible to wake up at 9:15 AM and reach the class by 9:30 AM.

You may consult them on their helpline number on their official website but I guess your percentage is a bit low.
