While IIT Tirupati and IIT Dharwad were recently established and haven't been ranked yet by NIRF. On the other hand IIT Dhanbad, previously known as ISM is ranked 12th according to NIRF for engineering physics.

I think IIT Roorkee with ECE is the better option as compared to IIT Delhi with mechanical. Because of the branch. In future, ECE has more demand than mechanical. Otherwise, both colleges are top most.
