Which of these is better: B.Tech in Electrical Engineering from IIT Bombay or B.Tech in CSE from IIT Delhi?

There is slight difference between both the colleges. Here we are comparing two different branches. It's very difficult to choose one of the above mentioned Institutes. Computer Science engineering is most popular course in engineering. So, if your interest lies in coding and other software related stuff then Choosing IIT Delhi over IIT Bombay will be a good decision. Placement wise both the colleges have 100 percent Placement but some of the electrical and electronics engineering students end up in IT sector. Average package of CSE in IIT Delhi is higher than EEE in IIT Bombay. I will place Computer Science engineering in IIT Delhi on top only due to placement.

What was the gmat cut off last year for foreign nationals ? Do we require TOEFL score as well?

the gmat cutoff was 600 and apart from that TOEFL is not necessary but a good score in that is a usual bonus and an upper hand over the matters.

I have no information regarding which nits are selected for this programme by IIT Delhi. But, there are some points you should focus on :
1. Students will be required to spend a minimum of six months or complete a project with the IIT during their last year of B.Tech before they can start with their Ph.D. programmes.
2. NIT students, who have a CGPA of 8 and above in their third year and are interested in research will be able to get direct admission in IIT Delhi for completing their final year here. After that, they can continue to pursue their Ph.D. in the institute.

Hello Lucky, You have done graduation in engineering from Kurukshetra University followed by MA from IGNOU. Right? Minimum qualification required to register for PhD is having a post graduate degree. This you now have. Hence technically you are eligible. IIT Delhi announces its programme for PhD twice in a year. I am attaching a link that will give you all the required information about doctoral programmes conducted and the procedure to join. You just need to follow procedure. That's all. Best wishes to you.

It is not compulsory at all. While studying in any IIT, you can take any other hostel, room or PG etc., as per your wish. If you live near IIT-Delhi you need not to live in IIT-Delhi hostel.

One more thing I want to share is that it is good that you are going to live in your own home, you will have nice food, and good care etc., but living in the hostel of any IIT has its own benefits. By living in hostel you can indulge yourself more in college activities, you can develop yourself in a better way, you will never miss any opportunity.

For admission in IIT DELHI, you have to give the GATE exam and score high marks above 700 out of 1000. Basically, it depends on branch and categories wise cut-off rise under 500 rank to get in GATE exam. Thank you.

You can't get any IITs, NITs, IIITs, and any government colleges because they all require JEE scores. You can go for any good and reputed private colleges like Amity, LPU, Galgotia, Chandigarh, etc.
