As per the record, the last year NIT Hamirpur cutoff was 8532 rank for civil engineering. It would be difficult for you to get this college as you rank is 25153.

Dear, it may be difficult to get admission there but don't wait. It's my advice to you to take admission wherever you are getting the seats. Just apply for it and you can also wait for some time to check the cutoff list.

There are 2 types of programme available that is one in which you will receive stipend and one that is unpaid. Now, it depends on you in which one you have applied for.
