The placement stats for any institute depends on the student's caliber to crack the job. While NIT Rourkela has always seen significant placements in every batch over the years, it depends on the student's performance as well.

It actually depends solely on your interest and place of residence but if you would go by institute then chemical engineering at NIT-Warangal is better. However, if you don't prefer chemical then I would suggest EE in NIT-Raipur.

I would suggest you to refer the syllabus of both the disciplines. Whichever you are interested in learning, you go ahead with that one.
NIT-Rourkela is also doing good enough so you can surely join there as it gives a very good scope for students in extracurricular activities and study is also extraordinary. Moreover, it has a nice curriculum with awesome placements and a good package.
It has some good professors and you can get all the required help and guidance if you try honestly for any project and research you want to do.
Just don't get so stressed and think of what you want to pursue and do that. It will help you to achieve your dreams and success.

Just as I have been dealing with each and every question related to foreign placements, a college can only play a small part in fetching you a foreign placement by attracting some of the foreign companies to their college during the placement season, but they are just a few in number.
Other than that, considering the multinational companies, their decision to make you work at which job location is based on many internal factors, although they do give your option a little preference.
The factors being, vacancy in the job location of your choice, the projects going on at the job location that matches your profile and the company's requirement.
Now to answer your question, yes, there are a number of students getting placed abroad every year, but they are the ones having extraordinary profiles.
Simply a National Institute of Technology cannot guarantee you a job abroad.
Hence, as of now, you should consider making your college life meaningful rather than concentrating on foreign placements.
