No, I don't think so. UPES-Dehradun is also one of the good colleges but it is not better than Thapar, VIT and Manipal University.
I may give you the preference order for the above colleges:
1) VIT University
2) Thapar University
3) Manipal University
4) SRM University
5) UPES Dehradun

There are rare chances of you getting admitted to VIT with this rank. But, give a try till last round, if you are ready to take a risk. Because, if there are not sufficient numbers of admissions, in the last round anything can happen, i.e., any person with any rank can get admission. No, you are not eligible for admission in VIT since you have not appeared for VITEEE. Minimum requirement for admission in VIT is 50% in PCM and below 100000 in VITEEE exam and for admission in CSE branch minimum rank is 6000 and if you are below 100000 go for the counselling for your admission.

After completing your 12th VIT will be best if you are considering affordable fee since VIT, BITS and MIT are of same standard but the fee structure of VIT is affordable as compared to VIT. There also if your rank is under 10000 or else BITS is the best college.

For admission into VIT University, you need to appear for VITEEE exam and if your rank is below 100000, you will stand a chance to get admission in VIT but your rank does not guarantee admission in your desired branch or college unless it is less than 30000.

When it comes between VIT and SRM, VIT would be better than SRM University.
So you need to prefer VIT-Vellore to SRM University. VIT has better rankings and offers better education. It is known for its placements so you can prefer VIT Vellore for mechanical engineering.
