Each candidate will be given a specific time. So they should report only at that time. The counselling time maybe for 10-20 minutes for a candidate, but the required fee, which the university asks should be given on the day of counsel

CSE at Vellore is not possible. In other branches such as Chennai, Bhopal and Amravati, you may get CSE. Since, this is a good rank, you can get the other courses.

Yes, please attend the counselling as you can get any course other than what you expect to get. Your fee may be a little higher as first 20000 candidates are offered the admission, first you will be called for phase 2 counselling.
