There isn't any Entrance exam this year most probably as it isnt announced in the official website.
Also, no idea if you can get into SRCC, Hindu or Hansraj. It depends on this year's cut-off.

I don't think so because the cut-off for this course is very high. It is about 97%.

The procedure is simple. If you clear the cut-off then you are eligible to get admission in the college followed by the normal formalities that had to be done.
