No, Abacus Institute of Engineering and Management appears to accept a valid JEE Main score or rank for direct admission to their B.Tech course into the first year, based on the information above.
However, two alternatives can be considered here.
Lateral Entry: In the case of an engineering diploma, a candidate is directly eligible to join the second year of B.Tech. This does not generally involve taking the JEE Main either.

The exact amount charged for B.Tech at AIEM varies with the course followed and whether you are a fresh student or lateral entry one. However, from what I found, here is the estimated range:
Total tuition fee:
INR 2 - 3.4 Lakh
Lateral Entry:
The fee difference is very high for ECE/ CSE and the rest of the branches like Electrical Engineering/ Mechanical Engineering/ Civil Engineering.
ECE/CSE: Package: INR 1,25,000 total for the program; Semester fee: INR 18,000 to INR 20,850
Other branches: Package: INR 2,20,000 total for the program; Semester fee: INR 30,850 onwards.

The Abacus Institute of Engineering and Management does not use cutoff marks for the admission process in B.Tech. Instead, they consider the ranks obtained through entrance exams.
Admission Process Step-by-Step:
Entrance Exam Accepted: WBJEE or JEE Main West Bengal Joint Entrance Examinations
Cutoff Ranks: The institute declares cutoff ranks for different specializations available in B.Tech by scores obtained at the entrance examination. Based on such ranks, decisions for admissions are made in each counselling round.
Here are a few more important highlights:
Minimum Eligibility: Candidate must have passed the 10+2 exam with a minimum of 45

The institute does not offer direct admissions. Admission to the B.Tech courses is given through the scores or ranks in the JEE Main/WBJEE. However, there are lateral entry opportunities to join the second year of B.Tech.
Here is the step-by-step admission process:
B.Tech First Year:
Eligibility: Candidates have to qualify their 12th standard with 45% marks in Physics, Chemistry, and Mathematics.
Admission: Admission occurs through JEE Main/WBJEE ranks.
B.Tech Second Year (Lateral Entry):
Eligibility: The candidate has to complete a Diploma in Engineering from any institution.
Admission: Admission occurs through the WBJEE ranks.

Admission to Abacus Institute of Engineering and Management is strictly on rank in JEE Main or WBJEE, category, and the branch one desires to pursue. This is a good college with decent placements, however, with very high competition for popular branches. One would advise checking the previous year's cut-offs and talking to your admission office to better understand your chances.
