Hi,
Yes, you're eligible to apply for CA. The criteria for CA exams are-
Candidates should have cleared their class 10th and 12th exams or an equivalent exam from a recognised board. Candidates should have a Bachelor's or Master's degree with minimum 60% marks in aggregate in all the subjects in any stream other than commerce. Candidates having Bachelor's or Masters Degree from an open university are exempted from appearing in the entrance exam. Candidates having Bachelor's or Master's degree in commerce with minimum 55% marks are also exempted from appearing in CA CPT.

Yes, you can definitely take admission in UCER Allahabad but try to take admission in some good colleges better than UCER because you have a good rank. Try in other colleges also like Gl Bajaj, RKGIT-Ghaziabad, IMS-Ghaziabad and Shri Ram Murti Smarak Institute Of Medical Sciences.

It's tough in IET but try to sit in all rounds of counselling, specially in spot round to get IET. Otherwise, you will have good chances of getting KNIT-Sultanpur.

If you opted for Hindi medium at the time of registrations then only you can give exams in Hindi, but there are some questions that you can attempt only in English only.
