Yes, you can apply for B.Tech agriculture as this subject is optional subject so it will not make you a field-specific person, you can apply for this course.

GATE is being conducted by IIT - Roorkee this year. You can visit website and download syllabus. There are many institutes claiming for success. But, knowing the reputation of such exams, it has to be taken with a pinch of salt. You should know your fundamentals and polish them.
