After diploma, a student can seek lateral admission directly in 2nd of engineering. However there is a catch. These admissions are restricted to within same state. Hence I am afraid, you will have to seek admission in a college in Maharashtra only.

Yes, Diploma holders of mechanical branch are normally allowed admission via lateral entry into aeronautical engineering branch in the same state.

The admission is based on your board exam marks only. You need to enroll for a single window counseling program (TNEA) through which you will be allotted colleges.
There will be a separate admission portal, if you are not a Tamil Nadu native candidate.
For more information you may refer:

The cut-off varies based on your caste. For general category, you need to have 199.5 /200 while for BC, 199/200 and if you belong to SC or ST category then it is sufficient to have 195/200.

TNEA is not an exam ; it is a counseling process through which you would be allotted seats in the colleges under Anna University.
You need not write an entrance exam. You board exam marks are alone considered for admission.
