Hi,
There are many factors to ponder upon like, your finances, choice of course, number of dependents and PR, etc. If you are looking for Master's + Ph.D, then few universities in Canada offer good grant, if they like your research proposal. But, the climatic conditions are very cold in comparison to Australia.

Yes, PTE is acceptable in all colleges and universities in Australia. In fact, it is Australia specific exam to measures English language skills for immigration as well as education. PTE is also accepted for medical related jobs.

Please check with the universities you want to apply to. Australian universities have many provisions, if you don't meet IELTS requirement you can enrol into foundation programs in English.

GRE is not required if not mentioned by the university. It is mainly required in US. If you have good academic performance, you need not take GRE even if you are applying to a top university in Australia.

Start visiting university websites for admission requirements, with your grades getting into a top ranked university will be very difficult. Every program and every university would be having different requirements. TAFE institutions in Australia are very popular, you can check them for vocational and career oriented courses.
