Vocational courses focus more on job skills, while degree courses teach more theory. Some people like vocational because it's faster and cheaper. You can start working soon after finish. Degree courses take longer but open more study options. Both are good, it just depend what you want for your future career.

No, as such there is no set eligibility criteria for admission. But some Australian universities may set some rules. They may require international students to hold student visa for at least 3 months.
