For the Canada College application visa, Indian students should start with the visa process 3 to 4 months before, as the Canada visa processing may take around 8 to 12 weeks

A very important thing to note is not to follow up while IRCC processes your visa application, as it puts you back to the original timeline, making your wait null and void.

No. The 4–12 week processing time refers to the period after your biometrics appointment at the embassy. The CSP waiting list is a separate one. This is an extra 2–8 weeks (or more) before you even reach the biometrics stage.
