The general criteria for best 4 calculation is that you must add one language and 3 academic subjects from list A. So, if in place of maths, you wish to add any subject like physical education or music then there would be a deduction of 2.5% from your total percentage after calculating the best fours. And yes, you might get admission in English honors in colleges like Bharti College and others affiliated with DU and might even get in Sri Guru Nanak Dev Khalsa if you wait for the 5th or 6th cut-off.

Political Science is one of the top ten courses in Delhi University and however, your percentage will have a deduction of 5% as you are choosing to change your stream, which would make it dramatically low. Still, if you belong to SC / ST or some other category and choose to wait until the 8th or 9th round of the cutoff, you may get lucky and get the admission.

For some, it is the best 4 while for some courses, it is also based on the best 3. Some others have an additional criteria like compulsion of maths or studying Sanskrit in class 10th etc.

Even for the reserved category your score is very low. See if 2nd list comes out which generally does not.

Dear Jaskran,
BA stands for Bachelor of Arts. Traditionally, this course does not focus on technical or Science subjects. Due to this very fact, this course is very popular among arts stream students. They have access to both government and private sector jobs. A BA graduate is eligible to apply for any government job that requires graduation. Some such notable government jobs are in departments like:

Indian Railway
Armed Forces
Municipal Corporations
Civil Services
Other Government Departments
Talking about Private sector, some of the notable recruiters are
