Hi,
Sorry to say that you can't apply for CVS because they need high level percentile but yes, you can totally and surely go for IP university they will provide you your course which you needed.

Admission in Fergusson College is on the basis of merit. With this percentage, there are 50-50 chances that you'll get admission. Also, it depends on the category you belong to. Previous year cut-off are not available on the official website, but because I had applied for the same last year, I know that you might get the admission because my percentage was 87 and I could not make it.

It's technically impossible for a person to get directly into 3rd year after completing 12th.

Cut off for non-Christians (without arts) was 98.20% and non-Christians (with arts) was 92.48%. Keeping these numbers in mind, you might get admission in 1st or 2nd cut off because every year, percentage increases. Rest hope for the best. Best of luck.
