Yes, you can enrol for BA Law. There are a few universities which accept students for the same.

For UPSC, you must pass Bachelor's degree from a recognised university. Candidates who are awaiting their the final year results or are yet to take such final exam can also apply and take the prelims, but they should produce proof of passing while applying for the UPSC Mains exam.

Yes, you can surely apply for this course. There is no age limitation for pursuing a distance course. You have completed your 10+2, hence you're eligible.

There are many government universities that offer MA in mass communications. But those offering bachelors courses are very limited. Personally, I would recommend Delhi University and Jamia Milia Islamia University.
